The Government of the Chartered Community of Navarre has launched the campaign “Village, Place of Desire ,” a strategic initiative to transform public perceptions of rural areas and strengthen ties to those municipalities experiencing population loss. The initiative is part of the Strategy to Combat Depopulation and aims to showcase villages as spaces of life, creativity, and future.
The project focuses on young people between the ages of 15 and 35 , but also on women, urban residents with family ties to rural areas, and those considering starting a life or career outside of cities. The campaign highlights community connection, proximity, and quality of life as defining characteristics of rural areas, emphasizing their potential to attract new residents.
Campaign objectives
The initiative, spearheaded by the Department of Territorial Cohesion , aims to strengthen the role of rural areas in the collective imagination, promoting a modern and optimistic image of villages. Its main objectives include:
To demystify the idea that success is only achieved in big cities.
To promote the perception of the town as an environment of opportunities.
To encourage young people and new residents to settle in the area.
Strengthen territorial cohesion through specific public policies.
Promote a positive narrative about rural areas.
Photography contest to highlight rural life
As part of the campaign, the General Directorate of Local Administration and Depopulation has launched a photography contest that seeks to showcase the towns of Navarre as desirable, vibrant places with a future.
The competition establishes different requirements and results:
Various prizes worth 4,800 euros.
Photographs that highlight rural beauty and diversity .
Participation is open until February 20, 2026, by sending an email to despoblación@navarra.es .
Focus on making new narratives of the territory visible .
Each photograph should be accompanied by a short story that reinforces its meaning.

Other territorial initiatives to address the demographic challenge
Beyond the campaign, the Regional Government maintains other lines of action to support municipalities at demographic risk . These include the €8 million allocated to the Demographic Challenge and Territorial Structuring Service , as well as the growing role of the Territorial Research Centers (CITs) in Estella and Sangüesa, which have become hubs for promoting digitalization and rural innovation. In addition, the 2026 budget allocates €558 million to local entities, an investment that reinforces the overall commitment to revitalizing rural areas.
