Monitoring and evaluation results generate invaluable information for public institutions, the agri-food sector, and the general public. On the one hand, monitoring provides key information on the implementation of the CAP , and on the other, evaluation assesses the impact of the CAP Strategic Plan (CSPSP) and provides information that informs decisions aimed at improving the effectiveness, efficiency, and coherence of the Plan as a whole and its component interventions. Furthermore, the results and conclusions of the evaluation provide a solid analytical basis for the future design of the CAP.
Monitoring and evaluation therefore contribute to improving the transparency, learning, and accountability of public spending. The current CAP performance framework has been developed in accordance with Regulation 2021/2115 of 2 September 2021, which establishes a dual system for monitoring and evaluating the CAP-EP. The main pillars of monitoring are the annual performance report , the annual review meetings , and the biennial performance review . On the evaluation side, the CAP-EP Evaluation Plan has been developed, setting out the general guidelines for the development of the evaluation activities planned during the implementation of the CAP-EP and the ex-post evaluation , which will end in 2031. The evaluation activities will be specified in a Multiannual Work Plan and the corresponding Annual Action Programmes .
The Subdirectorate General for Agricultural Policy Planning, and through the PAC Network, has prepared a Summary of the PEPAC Evaluation Plan , which includes the most relevant aspects of the PEPAC evaluation (objectives, governance, type and topics of the evaluations, and the communication of results, among other aspects).
