The National Rural Network holds its fifth partnership meeting to present the main developments regarding the CAP Strategic Plan 2023-2027.

The Plan's partnership brings together interested entities and associations and its main objective is to inform and effectively engage them in its development.

Last August 2022, the European Commission approved the Strategic Plan for the Common Agricultural Policy (CAP) 2023-2027, presented by Spain. This CAP is characterized by being more sustainable and more social, and focused on more innovative and digital agriculture, with a focus on generational renewal and women.

The development of this CAP Strategic Plan has been an open, participatory, and transparent process . The Ministry of Agriculture, Fisheries, and Food has provided various avenues for participation to the various stakeholders involved in its development. One of these avenues has been the CAP Strategic Plan Partnership meetings.

The objectives of this fifth meeting were:

  • Report on the CAP 2023-2027 and the new CAP Strategic Plan 2023-2027, as well as on the new associated regulations and future CAP networks.
  • Identify areas of interest for participants in relation to future actions of the new National CAP Network (current NRN).

Program

The day was structured around the following information:

  • The CAP 2023-2027 and the CAP Strategic Plan (PEPAC):

- Main new features of the reform.

- Communication activities and educational materials.

  • Accompanying regulatory package: the accompanying regulations to the PEPAC and its practical implications for the agricultural sector.

  • The future CAP networks :

- The European CAP Network . Latest news and planned activities

- The National CAP Network: Structure, functions and main planned activities

The meeting was held in a mixed format: in-person and virtual (both via ZOOM and streaming ), and the documentation generated can be found here .

Background

Within the framework of the process carried out by the MAPA for the development of the CAP Strategic Plan, four meetings have been held over the last four years:

  • 1st meeting (20 December 2018) . This meeting focused on presenting the new direction of the CAP. It also provided an opportunity to explain the work process implemented by the MAPA and to address Spain's position in the ongoing negotiations.
  • 2nd meeting (December 18, 2019). This meeting had a dual purpose: first, to inform interested entities and associations about the progress of the work carried out during 2019 regarding the analysis of the baseline situation for each of the objectives, and second, to learn about and gather their proposals and contributions to the meeting.
  • 3rd meeting (December 17, 2020) . The participants were informed of the progress of the Plan's development, focusing on the current phase of the intervention strategy. In addition, a participatory process was held to gather all attendees' contributions in the form of proposals, observations, or suggestions for the Plan.
  • 4th meeting (21 September 2021) . A report was provided on the update on negotiations and the timeline at the Community and national levels, as well as on the progress made in the work to develop the Plan. The focus was on advancing the intervention strategy for the following aspects of the Plan: decoupled direct payments, environmental architecture, and rural development interventions. The partnership has been a tool for dissemination and participation in the development of the CAP Strategic Plan. In the coming months, this will give way to the activities of the National CAP Network, which will have the same target audience and will be designed to contribute to the information, monitoring, implementation, and evaluation of the CAP-PE, helping the Plan achieve its intended objectives.
