One of the functions assigned to the National Rural Network by the EAFRD regulations is to work to improve the implementation of European rural development policy in the region. To achieve this, monitoring and evaluation procedures are essential. Only by collecting and analyzing performance data can we find the keys to improving performance, making it more effective, efficient, and innovative, and achieving more and better results.

The Local Action Groups themselves requested this training from the National Rural Network, in accordance with the Action Plan for the 2014-2020 programming period, which implements activities to improve the training of Local Action Groups Now. Following the publication and translation of the Leader Evaluation Guide by the European Commission's Evaluation Helpdesk, this workshop was organized. During the day , one of the Helpdesk's national experts spoke, explaining the main elements contained in the guide. Special emphasis was placed on the opportunities for in-depth evaluation of Leader , not limited to implementation, but also evaluating the Leader method itself. The " Added Value " of Leader is addressed, an evaluable aspect that involves improved results in the implementation of rural development policy, improved governance, and increased social capital.

The Aragon Management Authority explained how they have defined the evaluation for this period, and other management authorities shared their experiences during the comment period, explaining the progress they have made in this area. In this way, the participation of Local Action Groups and Management Authorities allowed for the sharing of ideas and improved information transfer between them.

Given the significant interest generated by this workshop and the importance of evaluation in improving the implementation of rural development policy, the National Rural Network will continue to work on training activities for Local Action Groups on this topic within the framework of its 2018 Action Plan .
