The new Common Agricultural Policy (CAP) gives rise to the CAP Network

The CAP Network becomes an open, membership-free network that brings together agricultural policies from the first pillar and rural development policies from the second pillar.


  • The National Rural Network is transformed into the new "PAC Network", combining the synergies of the agricultural sector and rural development at the same time.
  • The Strategic Plan for the CAP in Spain (PEPAC 2023-2027) integrates for the first time, in a single plan, the rural development interventions of the 17 autonomous communities, as well as the supra-autonomous measures of the previous 18 RDPs and the measures to support the agricultural pillar.
  • The work of the new PAC Network will be similar to that carried out by the National Rural Network (RRN)

It's the same, but not the same. New, but not different. The same as always, but updated. In short, an evolution: that's the new PAC Network.

The new Strategic Plan for the Common Agricultural Policy (CAP) 2023-2027, which came into force on 1 January 2023, integrates for the first time into a single plan the rural development initiatives of the 17 autonomous communities, as well as the supra-regional measures that in previous periods were included in the 18 Rural Development Programmes. As a result, the National Rural Network (NRN) has been transformed into the CAP Network , bringing together both the agricultural policies of the first pillar and the rural development policies of the second pillar under a single umbrella.

However, despite the change of name and the expansion of the work areas to the first pillar, the work of the new CAP Network will be similar to what it has done so far. In fact, with the aim of aligning and adapting the CAP Network's activities to all sectors and territories, the CAP Network will continue to benefit from the support of the Territorial Antennas .

News

The PAC Network is becoming an open network without membership. This change in governance means it no longer has the former NRN Executive Committee or members on its assembly.

However, to maintain the strong network of contacts and work carried out by the NRN for 14 years, all members who formed the Assembly of the former NRN will continue to be invited to participate in any new activities that will be developed in the near future, as well as to submit proposals and suggestions for collaboration.

The new National CAP Network will be responsible for ensuring compliance with the objectives of the new CAP 2023-2027. To this end, all the communication and dissemination activities carried out to date will be maintained, giving greater emphasis to the economic and environmental objectives set out in the new CAP.

Presentation day

The RRN will hold a PAC Network Launch Day” which will be held in Huesca on May 11 and 12, 2023. The purpose of this event is to present the new features of the new Network and its team of Territorial Antennas. At the same time, with the aim of addressing and listening to the needs of all sectors and territories, various participatory work dynamics will be carried out among attendees to improve the development of CAP Network activities in rural areas. Three parallel roundtables will also be held where topics such as the digital notebook, support for women in the new PEPAC 2023-2027, and the relationship between the CAP Network and agri-food innovation will be discussed.

The event will take place over two days :

  • The first will present the CAP Network and identify the needs and proposals of stakeholders in the Aragonese region to define the activities to be carried out by the CAP Network during the 2023-2027 period.
  • On the second day, projects in the area will be visited.
