The Barcelona Provincial Council has launched the "Action Plan for Agricultural Relleu", a roadmap to promote generational change in the sector with the incorporation of young and entrepreneurial people.

Without succession in the primary sector, there is no future for it. Aware of this, various public administrations at all levels are organizing strategies to facilitate the incorporation of new generations into the agricultural sector. An example of this is the CULTIVA Program —established by the Ministry of Agriculture, Fisheries, and Food—which provides scholarships to young farmers and ranchers for on-site training on agricultural and livestock farms.

Following this line, the Barcelona Provincial Council has launched an Action Plan for Agricultural Renewal ("Plan de acción por el Relleu Agrari" ), a roadmap that aims to find solutions to the challenges facing agricultural development entities in the region. Among its measures, it includes the incorporation of young and entrepreneurial individuals.

The Plan has 3 objectives:

  • Facilitate generational change .
  • Promote agricultural entrepreneurship .
  • Recovering disused crop fields .

Roadmap

The Plan is in a preliminary phase, with approximately thirty interviews being conducted with people recently incorporated into the agricultural sector. These interviews are being used to diagnose the problems facing the region. A series of workshops are being organized with technicians from land banks and agricultural parks, farmers who will soon retire, and people who would like to work in the fields.

The Barcelona Provincial Council's goal is to have drafted the Action Plan before the end of 2023, so that it can be implemented in the eight agricultural parks it has in Barcelona and in the Land Bank Network in the Barcelona regions by 2024.

So far, the people contacted during this preliminary phase to seek out actions that could be included in the Plan emphasize two key aspects: the need to expand the protection of agricultural areas in the territory and to increase the surface area of land banks .
