July 22, 2019. On July 18, 2019, the first meeting of the LEADER Subgroup took place. This subgroup was created with the aim of creating a permanent forum for debate on LEADER and participatory local development (PLD). This forum allows for flexible discussion at a strategic time like the present, when the lines that will define rural development policy in the coming period are being drawn up.
This meeting, convened by the National Rural Network, brought together 32 representatives from the Managing Authorities, Management Units, the General State Administration, and Local Action Groups represented through their national and regional networks. Different points of view were exchanged among the stakeholders involved in the implementation, and a debate was generated that will inform the work related to the design of the CAP Strategic Plan 2021-2027.
As a starting point for the discussion, the conclusions of the study " LEADER in Spain: Recent Changes, Current Situation, and Directions for Improvement" were presented , expressed through 30 key ideas. This study was based on two surveys conducted by the National Rural Network Management Unit, targeting Local Action Groups and Management Authorities. Participants had the opportunity to contribute their interpretations and assessments of the key ideas concluded in the study.
The second part of the meeting focused on the future of Participatory Local Development in the 2021-2027 Programming . The Deputy Directorate General for Programming and Coordination of the Ministry of Agriculture, Fisheries and Food presented the specificities that may affect LEADER and Local Development Strategies according to the latest proposed Regulations submitted by the European Commission. The contributions made by those attending the meeting will be taken into account in the analysis of Strategic Objective 8 within the framework of the preparatory work for the CAP Strategic Plan 2021-2027.
The second meeting of the LEADER Subgroup The meeting is scheduled for September 2019. During this time, the current composition of the LEADER Subgroup will be reviewed. In addition, participants can contribute documentation, analyses, and other types of information through the channels provided by the National Rural Network. At the request of attendees, a survey will be conducted on the Subgroup members' vision for the future of LEADER.
