18/12/2019 - The Evaluation Helpdesk of the European Network for Rural Development held a Good Practice workshop on “How to demonstrate the achievements and impacts of Rural Development Programmes (RDPs): lessons learned from evaluations carried out in 2019” to identify experiences and challenges encountered and guide better evaluation and planning for the 2021-2027 period.
On December 11th and 12th, the Evaluation Helpdesk of the European Network for Rural Development held a workshop in Seville that sought to exchange experiences and good practices on the methods used in the latest evaluation of the Rural Development Programmes (RDP) and to identify the difficulties encountered in obtaining data and indicators , all aimed at achieving the best possible "ex post" evaluation of the current Programmes, which will be carried out in 2024 and will result in better planning for the period 2021-2027.
Representatives from more than 20 Member States (MS) were present, including those involved in the European RDPs for the period 2014-2020: managing authorities, units involved in programming, evaluators, and representatives of national rural networks.
The European Commission (EC) presented an overview of the main results and lessons learned from the 2019 evaluations. Evaluators from various RDPs, including those from Spain, encouraged discussion by presenting methods for analyzing RDP results and impacts in the fields of sustainable management, climate change, competitiveness, and territorial balance. Through their case studies, the Member States presented their evaluation methodologies and the indicators they employ, and highlighted the main challenges faced by counterfactual analysis.
In conclusion, the EC highlighted the high number of RDPs that analyzed "achievements" in 2019 compared to 2017, as well as a more limited level of analysis of secondary contributions and net effects. It called for attention to be paid during the coming period to measures with a high potential impact , such as those related to training, forestry, and resource efficiency. It emphasized the need to improve the precision of LEADER evaluations and monitoring . Finally, it called for the use of the common monitoring and evaluation system (CMES) 2014-2020 to prepare the CAP Strategic Plan 2021-2027.
