The upcoming 2023-2027 period includes the approval of a single CAP Strategic Plan for Spain, which means that the LEADER approach becomes an intervention included in cooperation, in Article 77 of the CAP Regulation.


The LEADER strategy is being prepared for the period 2023-2027

  • The Andalusian Rural Development Association (ARA) has published the "Methodological Guide for the Development of Participatory Local Development Strategies (PLDS) 2023-2027" and the "Legal Instruments in the 2014-2020 Programming Period. Lessons from Experience and Proposals for the Future."
  • This month, the National Rural Network (RRN) is organizing two training sessions on contracting for GALs, management authorities, and LEADER managers in the autonomous communities.

The LEADER approach is beginning to adapt to the new Common Agricultural Policy Strategic Plan (CASP) . Therefore, the NRN organized the fifth meeting of the LEADER subgroup. Last April, to inform the managing authorities, LEADER managers, and networks of the various autonomous communities of the changes to be implemented for the upcoming period.

Fundamentally, the upcoming 2023-2027 period includes the approval of a single CAP Strategic Plan (PEPAC) for Spain, which will bring together interventions from the first and second pillars. Therefore, rural development measures in all autonomous communities are included in this PEPAC. This means that the LEADER approach is now an intervention included in cooperation , in Article 77 of the PEPAC Regulation.

During this meeting, the RRN presented the " Guide to Contracting for Local Action Groups" , a publication that the RRN published last December 2021 with the aim of helping these entities gain a thorough understanding of the current law on public sector contracts , given that it is part of the modus operandi of the GALs.

New LEADER strategy

The changes in the new CAP 23-27 regulations affecting GALs are as follows:

  • Projects worth more than 10,000 euros gain visibility.
  • Possibility of paying and making advance payments for all types of eligible costs.
  • Greater freedom for LAGs to choose the type of cooperation and their partners.
  • The time for designing Participatory Local Development Strategies (PLDS) is reduced to one year.
  • LEADER will support the smart villages strategy from the approval of the PEPAC.

For this reason, the Andalusian Rural Development Association (ARA) has published two publications on the latest developments in rural development for the period 2023-2027:

  1. LEADER: Legal Instruments in the 2014-2022 Programming Period: Lessons Learned and Proposals for the Future

The ultimate goal of this study is to draw lessons from experience and make proposals for the future definition of the legal instruments that will regulate LEADER and the GAL in the upcoming period 2023-2027.

  1. Methodological guide for the development of Participatory Local Development Strategies 2023-2027

This guide presents a methodological process that allows GALs to develop Participatory Local Development Strategies (PLDS) 2023-2027, following standardized procedural criteria and integrating simplification and analysis factors into their design, implementation, monitoring, evaluation, and control.

Specifically, and to facilitate this transition, the RRN has organized two training sessions on public procurement for GALs, Managing Authorities, and LEADER managers in the autonomous communities. These sessions will be virtual and completely free of charge:

July 7 / Conference for technical and management staff of Local Action Groups   (registrations until 4/07, inclusive).

July 14 / Conference for LEADER managers of the Rural Development Programs of the Autonomous Communities   (registrations until 11/07, inclusive).
