This manual aims to become a useful and manageable tool for all stakeholders interested in LEADER cooperation. To this end, it specifically aims to: clearly and visually explain the steps each party must follow when implementing inter-territorial LEADER cooperation projects; provide an overview of the specific characteristics of LEADER cooperation in the different Autonomous Communities; and finally, publicize the work carried out by the LEADER Cooperation Working Group and its results, so that they reach the widest possible audience.

The White Paper provides a diagnosis of the current situation of transhumance, from which the necessary measures for its recovery emerge. Some of these measures are aimed at supporting the transhumance community, promoting the value of transhumance beyond livestock farming itself, and recognizing its cultural and natural heritage value, as well as its contribution to territorial integration and rural development within a framework of sustainability.
